For a discussion of the problems of creating an international organization convened a conference at Dumbarton Oaks (Washington). It took place on August 22 - September 28, 1944. It was attended by representatives of the USSR, the US, UK and China. By that time it was agreed that the new organization of one of the principal organs of the will of the Security Council, which will include as permanent members representatives of the major powers. At the conference, no one in doubt that the US, the USSR and the United Kingdom should be permanent members of the Council. It was also agreed to provide a permanent seat in the Security Council, France and China.
